It means
Prevention: to signal, to evidence, to alert, to let be comprehened a dangerous situation that has the probability to generate harmful events, considering also situations that seem improbable;
and
Protection: è to imagine that the event happens placing actions or protection systems, therefore protect, limiting the damages to everybody and everything involved and of those that you would think would never be involved.
Risk zero does not exist, that's why it is opportune to tend to its zero setting, to aim to obtain a more satisfactory result.
To be provident does not mean to assume an attitude escaping and afraid in the comparisons of the probable dangerous events, also because happening again, we will not know how to face them. Therefore it is opportune to face them in advance, estimating them and establishing a precise procedure, being equivalent to the prevention phase. Therefore to prevent is equivalent to anticipate.
My personal opinion, in line with my professional conduct, supports that the duty of he that foresees is that to find risks of whichever nature, also those unexpected and quite unknowed, just in order to extend at maximum the prevention that will never be enough.You will have to push yourself beyond, also in imagining improbable scenes, in order to obtain a coverage more than satisfactory of the risks. It needs a continuous and meticulous search of the risks assessment, because all is in progress, involving therefore a continuous modernization.
I hope that the culture of the security can grow ulteriorly, in order to improve our living conditions in relation to our habitat.
